Empanadas from the underground is a cultural project as much as it is a political project. The Bolivian version of the empanada is called a ‘Salteña’ and was created by Juana Manuela Gorriti when she migrated from Buenos Aires Argentina to Potosí. It was there where she adapted the dough and created the signature savory juicy empanada filling.
